Ontario's new Workforce Priority Stream

On 26 June 2026, Ontario officially launched the Ontario Workforce Priority Stream as the first phase of a major overhaul of the Ontario Immigrant Nominee Program (OINP).

The new stream replaces several previous employer-driven pathways and introduces three separate pathways:

Ontario has also announced that additional streams — including the Priority Healthcare Stream, Entrepreneur Stream, and Exceptional Talent Stream — will be introduced in a later phase.

What is the Ontario Workforce Priority Stream?

The Ontario Workforce Priority Stream is an employer-driven immigration stream designed to help Ontario address labour shortages by selecting workers whose skills match provincial workforce needs.

Most applicants must have a qualifying full-time, permanent job offer from an eligible Ontario employer. The stream operates through an Expression of Interest (EOI) system, where eligible candidates receive a score based on labour market, education, language, and regional factors.

Applicants are invited to apply through periodic OINP invitation rounds. A higher EOI score generally improves your chances of receiving an Invitation to Apply (ITA), although Ontario may also conduct targeted draws for specific occupations or regions.

Three pathways under the Ontario Workforce Priority Stream

1. TEER 0–3 Pathway

This pathway is intended for workers in occupations that generally require post-secondary education, apprenticeships, supervisory experience, or specialized training.

To qualify, applicants generally must:

• Have a full-time, permanent job offer from an eligible Ontario employer in a TEER 0, 1, 2, or 3 occupation.
• Meet the minimum language requirement (generally CLB 6, or CLB 5 for some skilled trades).
• Meet licensing requirements if working in a regulated occupation.
• Hold the required education (Canadian credential or equivalent foreign credential with an ECA where applicable).
• Meet work experience through occupational experience or consecutive experience with the sponsoring employer.
• Recent graduates from eligible Ontario post-secondary institutions may qualify under modified requirements.

2. TEER 4–5 Pathway

This pathway is designed for occupations that generally require secondary school education or workplace training.

Applicants typically must have:

• A permanent full-time Ontario job offer.
• At least nine months of cumulative work experience with the same employer in the same position during the previous two years.
• A secondary school diploma or equivalent.
• Minimum CLB 4 language proficiency.
• A wage that meets or exceeds Ontario's required wage level for the occupation.

3. Self-Employed Physicians Pathway

This pathway allows eligible physicians to obtain provincial nomination without a traditional employer-sponsored job offer.

Applicants must:

• Hold a valid Ontario physician licence.
• Be in good standing with the College of Physicians and Surgeons of Ontario.
• Be eligible to bill through OHIP.

Understanding the new Ontario EOI system

The Workforce Priority Stream uses a competitive Expression of Interest system.

The general process is:

1. Meet the eligibility requirements for one of the Workforce Priority pathways.
2. Obtain a qualifying Ontario job offer (unless applying under the physician pathway).
3. Register an Expression of Interest.
4. Receive an EOI score.
5. Wait for an invitation during an Ontario selection round.
6. Submit a complete provincial nomination application if invited.

Employer requirements
